The referse psychology of the City of Asheville

Where I live we have major rain water run-off and all of our neighbors have called to report this problem. What has the city of Asheville done for us? They raised our taxes. We still have run-off like crazy when it rains but I guess I should feel like being pimped for additional tax monies will make everything better while the run-off is washing away my yard All I am learning is never call the city of Asheville and complain about shit because every time I do or any of my neighbors do we end up with more problems. Like a few weeks ago I complained about animal control issues for the 900th time and ended up with dog registration papers in the mail for dogs I do not even own. Now the city is after a friend of mine for their dogs that never leave the house unattended because they should be licensed, tagged, registered, chipped and all sorts of shit. Wouldn't ya know the very same day she received a piece of mail labeled to me at her address that the pack of wild dogs that we so frequently complain to animal control about were, yet again, running lose through the neighborhood as usual. Why is it that the city cannot do what we call them about, instead they do the opposite. We call about run-off and they tax us for the run-off tearing through our properties. We call about animals running lose they send mail to the complainer not the people that are being complained about. So, why bother calling anymore.
